Dr. Diane Moore-Eubanks JD is a Georgetown University Law Center (GULC) trained attorney of 24 years. Her specializations include: Legal review of defense procurement and acquisition provisions and clauses prescribed in the Federal Acquisition Regulation (FAR), Defense FARS Supplement (DFARS) and Navy Acquisition Procedures Supplement (NAPS), contract negotiation, standard of conduct and ethics.
In the summer of 1992, Diane was initially hired as a Department of Navy legal intern at the Navy Research Laboratory Office of General Counsel in Ballston Common, Arlington, Virginia. Upon graduation from GULC in 1993, she was immediately hired by the Department of Navy Office of General Counsel as an Associate General Counsel specializing in the areas of contract negotiation and contract law.
As an Assistant General Counsel for Department of Navy, she reported to the Pentagon, Naval Hospital and lastly President of the United States of America, William "Bill" Clinton's WHITE HOUSE where she vetted Madeline Albright and Richard Cohen.
Diane's technical background propelled her into the position of Assistant Attorney Advisor under the supervision of Patent Attorney David Spevack at Bethesda Naval Research Hospital. Her responsibilities included advising the Navy Research Laboratory (NRL) leadership, particularly the Captain, in the areas of technical review of Licensing and Cooperative Research & Development Agreements between the Navy and Universities.
After graduating in 1986 as both a Magna Cum Laude and Phi Beta Kappa recipient from Florida State University, she completed her Juris Doctorate degree from Georgetown Law School, interned at BET as well as served as Assistant General Counsel, Dept. of Navy, reporting to both the Pentagon & White House.
In her private law practice she conducted over 3,600 residential & commercial real estate transactions in 3 states. Since 2009 Dr. Diane has helped 10,000+ Nigerian & Ghanaian women start small businesses. In October 2019, she sponsored and co-hosted the 1st African Economic Panel at Florida International Trade and Cultural Expo with Broward County Mayor Hon. Dale Holness. She was appointed the Ambassador representing the Florida Trade Conference for all African Countries.
